Cheapest option would be to build your own desktop - would get most bang for your buck - and is easier than you might think (not much more than a 10 piece jigsaw).
Plenty of YouTube videos you can watch to see how to put a PC together, and can use "pcpartspicker" website to get an idea of the best component options in your price range (then just buy them all from Amazon).

I believe you can still get more bangs per buck from a desktop machine, with the option of a high-end monitor if required.
